ABUJA – Full-blown trial of the former Minister of Aviation, Chief Femi Fani-Kayode, kicked-off before the Federal High Court in Abuja on Tuesday, with a police officer, Mr. Victor Ehiabhi, narrating how he helped the defendant to receive N26million from Office of the National Security Adviser in 2014. Ehiabhi who testified as the first prosecution witness, PW-1, identified himself as an Intelligence Operative with the Force Intelligence Bureau.

Speaker of Nigerian House of Representatives, Rt. Hon Yakubu Dogara recently called on the Independent National Electoral Commission (INEC) to begin, in earnest, the process of constituency delineation ahead of the 2019 general elections.
The call by the Speaker which was no doubt timely also re-echoed similar demands by stakeholders across the country for delineation of constituencies. Constituency delineation or (delimitation) implies process of equitable division of geographical locations into units of constituencies for electoral representation in governance.
The essence of constituency delineation is to invest democratic governance with equity of representation of all sections of the country. As situation currently demands, there is the need for re-delineation of some constituencies in Nigeria to correct existing imbalances of representation based on population and the need to resolve contiguous issues that have arisen since the last exercise was conducted. Against this backdrop therefore, there is the need to acknowledge there has been preponderance of demands for constituency delineation prior to the 2015 general elections.
It must be admitted, for the avoidance of doubts, that these demands are legitimate and within the ambit of the constitution as well as the electoral law and therefore should be considered apposite for deepening the quest for effective representation in the democratic process.
There is no justification for the unnecessarily long delay that has characterised re-delineation of some constituencies in Nigeria. Whereas proper constituency delineation is crucial to the democratic process in determining appropriate representation based on the numerical strength of the constituents as determined by the population of a given constituency, it would appear the exercise is not being accorded the desired priority by the Independent National Electoral Commission (INEC).
It must however be appreciated that constituency delineation, given the prevailing realities, is bound to elicit controversies.
